Essential to the strategy of transformation is the creation of service centers that deliver basic social and economic services to their hinterlands, while containing the facilities which serve basic health, education, social welfare and economic service units in the villages.

We have prepared the structure plan for Samtse, a service center facilitating south-western Bhutan. samtse will also anchor a new special economic zone stretching westward along the flatlands of terrain.
